Abstract :
System Integrity Protection Schemes are being widely used to ensure the secure operation of power networks operating close to their limits. This is achieved by providing system operators with fast corrective actions. The use of digital signal processing and information and communication technologies (ICT) provides faster operation, but, requires changes in the instrumentation, monitoring, communication, control and protection systems commonly used in SIPS. These changes raise concerns about the reliability of the overall schemes. In this paper, the impact of an IEC 61850 based substation communication network on the operational behaviour of SIPS is investigated. A risk assessment procedure to determine the optimal SIPS design, in terms of communication architecture and tripping logic, is proposed.
