Abstract :
Summary form only given. The creation of large-scale regional transmission organisations (RTOs) is becoming a certainty. However, the scope of an RTO, i.e., its functionality has not been precisely defined.. It is clear that an RTO will have the overall responsibility for the system reliability both from the point of view of supply adequacy as well as electrical network security. These functional issues and their impact on scalability are addressed based on the authors´ two years experience of full time operations at NYISO. The presentation explores the range of issues surrounding RTOs software design.
