Abstract :
To improve the efficiency of emergency response under uncertainty, this paper optimized the model of emergency services vehicle scheduling by mathematical programming. The existing scheduling models were based on current events without considering the future events. In order to make up for the defects, this paper established a mathematical formula with weight which aims to minimized the overall response time cost. Also, travel time of emergency services vehicles within different traffic flow calculation method was discussed considering of time and space limit. The results show that the overall response time cost would be minimized by the scheduling policy if the future events occurred. Furthermore, the confidence level determines the importance of the future event to the system. Future events should be focused on when confidence level tends to one and current events would be when confidence level tends to zero.
