Abstract :
In the process of building urban subway based on public private partnership mode, how to identify and evaluate project risk accurately is the key to the success of urban subway project based on public private partnership mode. The paper discusses the concept, the economical characteristics and financing mode of urban subway. It analyzes the meaning and category of public private partnership mode. Through literature review and investigation, it identifies the risk of urban subway project, obtains the risk identification list of urban subway projects in public private partnership mode. Risk identification list includes political risk, market risk, environmental risk, financial risk, construction risk and operational risk. The risk evaluation index system of urban subway project based on public private partnership mode is established. Based on the theory of fuzzy comprehensive evaluation, the risk evaluation model of urban subway in public private partnership mode is established. Risk evaluation index system and risk evaluation model can provide the basis for the risk assessment of the project participants.
