Abstract
The Fermilab Recycler is a permanent magnet storage ring for the accumulation of antiprotons from the Antiproton Source, and the recovery and cooling of the antiprotons remaining at the end of a Tevatron store. It is an integral part of the Fermilab III luminosity upgrade. The following paper describes the design features, operational and commissioning status of the Recycler Ring
