Abstract :
We propose in this paper a simple algorithm to optimize the quantization matrix used in MPEG-2 intra picture encoding or other DCT-quantization based compression schemes. The proposed method utilizes a perceptual quality measure, called the MND (maximum noticeable distortion) and computes the quantization matrix (or matrices) depending on specific statistics of the picture and the viewing condition. The method achieves the goal with low computation that can be easily accommodated in a hardware implementation
