Abstract
Rate control, which regulates bursty data generated by the video encoder within the channel capacity, is one of the most important aspects of video coding. This paper discusses the effect of scene dissolves in rate control and presents a model based algorithm to improve the picture quality. Proposed algorithm determines the picture types adaptively based on the scene content of the video. This is achieved by proper bit allocation to reference pictures during dissolves. Results show that the proposed scheme demonstrates a significant improvement in performance compared to TM5.
