Abstract
The problems of goal formation and action planning in dynamic environment when the usage of "rigid" models of environment and problems turns to be impossible and unreasonable are discussed. The action planning is considered as the Constraint Satisfaction Problem and actualized in the plan space. To shorten the search operations balance networks are used. The method is realized as a program system. There is an experience of applying the system for decision making in extraordinary situations for controlling complicated technical units, for managing administrative regions, with the aim of technical diagnostics and so on.
