Abstract
In this paper, a proportional fairness scheduling for the non-realtime service in high speed data transmission systems is proposed. For a forward link scheduler even in CDMA systems, it is shown that the time division through rate control provides better performance than code division through power control. Our proportionally fair scheme is based on the average requested rate, requested rate and average transmission rate. Therefore, long-term channel as well as short-term channel conditions and opportunities of transmissions are taken into account for the scheduler to determine the order of transmission to maximize the average throughput The effect of the proposed scheduling scheme is investigated to result in the increase of total average throughput while maintaining the proportional fairness over the existing schemes through simulations.
