Abstract
This paper analyses the relationship between economic development, the information communications market and telecommunications information penetration on global and national levels of developed and developing countries. A model for telecommunications development, potentially adequate for developing countries with low and lower middle income, is described. On the basis of the results, a general proposal for accelerating telecommunications information penetration through information communications market is put forward.
