Abstract :
A system for coding of NTSC color video signals is presented. It combines several bit rate reduction techniques: spatial and temporal subsampling, motion-compensated prediction, adaptive transform coding, and Huffman coding. The system gives good picture quality at 50 kb/s for scenes with moderate motion. The quality degrades gracefully for critical scenes.
