Abstract
A variable rate speech encoding scheme is presented which determines linear predictive models over phonetically uniform intervals. Instead of using a fixed analysis frame length, the analysis interval is adjusted to span an entire steady sound or set at a minimum interval for transient sounds. This scheme offers the following advantages over a fixed frame-rate scheme: for the same perceived speech quality, the bit rate can be reduced or for the same bit rate, the quality of the perceived speech can be improved.
