            Abstract : 
In this paper we develop a fast algorithm which provides answers to the following two related questions: (1) If a lattice filter is unstable what is its degree of instability? and (2) If a signal is nonminimum phase how far is it from being minimum phase? A proof of the correctness of the algorithm is provided, as are numerical examples.
