Abstract
We discuss how to detect moving objects in changing scenes directly from a MPEG bit stream and propose an efficient method to eliminate some pseudo "background-motion" due to camera operations. A rectifying operator is introduced to deal with pseudo "background-motion". Experimental results show that the proposed approach can be competent for certain application situations, such as real-time video surveillance and object tracking systems.
