Abstract
A network used by agents or players is considered. Nodes of the network are divided into some players and maintenance costs are allocated among the players. The more the player uses the network, the higher the player has to pay. We can give actual examples like railway networks or expressway networks. We propose a fair sharing method of the maintenance costs of the network among the players. The share of the maintenance costs is given as the Shapley value. The value v(S) of a coalition S is defined as the sum of flows f(i,j) where i and j are all nodes which belong to the players in coalition S.
