Abstract
Intelligent highway system (IHS) is a new ITS solution from the road infrastructure standpoint and represents a vision for future road transport. In the national ITS architecture of China, IHS is taken as a long-term strategy to solve the traffic congestion, accidents, air pollution, etc. IHS is also an incremental evolution process which must be handled step by step. This paper addresses its planned three development phases and current research status in China. In the end, a prototype test IHS which is being constructed by ITSC is introduced in detail.
