Abstract
ISO New England (ISO-NE) has implemented load response programs (LRP) for both price stability and system security in 2001, 2002, and plans to do so for 2003. In addition, an emergency capability program was implemented for the summer of 2002 to ensure the reliability of supply to Southwest Connecticut (SWCT), and plans are under review for a similar program for the summer of 2003. This paper summarizes ISO-NE\´s experience with the load response programs and the "emergency capability supplement" (ECS) program.
