Abstract :
Based on the Routh Hurwitz test, a unimodular characterization of all stable continuous time systems is given. In parameter space, it corresponds with the positive 2n-tant. The method is then used to derive necessary and sufficient conditions for stability of a class of neutral differential delay systems, by a suitable limiting process.
