Abstract :
The R&D process with technology policy staff utilizes societal innovative changes of decision process with IT technologies. TPS participates in creating activity in person while observing ongoing situation with the third person´s eyes and constructs the recognition map to mobilize and guide the participants. This collaborative idea fixation and shaping process consists of complexity management process with integrating functions.
