Abstract :
In this paper, a novel modification in the step 3 of the rate control test Model 5 (TM5) of MPEG-2 video encoder is proposed. TM5 uses variance based activity measure to adapt the quantization parameter for each macroblock. It is found that if DCT coefficients are used instead of variance, the PSNR quality of the reconstructed image improves by 0.5 to 2 dB. In addition the computational complexity of the new approach is significantly lesser than that of TM5.
