  • Abstract
    In this paper, we derive an optimal power control policy that maximizes the average energy efficiency with a long-term rate constraint in the low rate regime over fading channels. An interesting result is observed that both the (long-term) spectral and energy efficiencies can be improved simultaneously in the low rate regime if the optimal power control policy is employed.
