Abstract
The description and substantiation of a universal principle of a measurement of significance of an informative parameter of a signal from an object of observation is presented. The object is represented by the constituent of a multiply connected large and complicated system. At a system, there is an observer ensuring an evaluation of an informative parameter of object on maximum derivatives of a modification of this parameter.
