Abstract :
Following standard IEC 61970 and developing plug-in software is the main target for the next generation EMS system. IEC 61970 is a series including many parts such as CIM base, CIS framework, and GDA CIS, etc. Some are final IEC standards and others are only draft standards. At first, this paper discusses current scope that IEC 61970 can be implemented and describes the implementation methods of these standards. Secondly, the implementation of CIM standards concerned is discussed from the following aspects: data schema, data configuration, power system modeling, application software, and so on. On the other hand, application of the CIS standards associated is analyzed from the system architecture, CIM XML import/export, and GDA/HSDA, etc. Finally, the article draws a conclusion that the advanced EMS system should be developed based on IEC 61970 and should also be fit for the revision of the standards. The main ideas are applied in Jiangsu provincial power control center of China and the result is very satisfactory.
