Abstract :
Bidding is regarded as an efficient method for procuring goods and services. An accurate evaluation on bidders is the key point of a successful bidding. However, evaluation on bidders is a tough and comprehensive work and the result of the evaluation is always affected by evaluators´ understanding on standards set for evaluation, evaluators´ expertise, experience and preference. This paper aims to find a better method to make evaluation on selecting bidders accurate as much as possible. Toward this purpose, a grey evaluation model on bidder is presented and an instance of bidding for BOT project is illustrated in details to make the practitioners know how to use the model.
