Abstract
To secure the benefits essential to U.S. competitiveness and quality of life, we need to devise as a national priority, a path to ubiquitous, symmetric Gigaband realization of a telecommunications infrastructure that is preeminent in the world. The technology prescribes the economics; the economics generate the incentives; the incentives identify the most efficient players. Simultaneously the nation must provide the conditions through which overall goals can be achieved for the good of the many and for its own long-term survival
