Abstract
The paper discusses, through grey incidence analysis, the third industry in Nanjing. During the "Ninth Five-Year Plan" period, the third industry has exerted the greatest influence on the city\´s gross domestic product; and that within the third industry, financing and insurance, communication and transport, bin storage, post and telecom weigh the most, while real-estate, farming, forestry, husbandry and fishing are of the least influence. Based on this, we propose as countermeasures to choose correctly the leading industry and develop clusters of the third industry; quicken steps through multiple channels to cultivate enterprises\´ capacity of industry-upgrading; follow an active yet realistic course towards urbanization; etc
