Abstract
A phase shifter transformer (PST) is one of FACTS devices employed for improving power flows behavior across a network. Unless properly allocated, it may aggregate the situation in one place while improving the situation or relieving the congestion in another. In this paper, a PST allocation procedure is proposed by defining a new performance index so that acceptable performance is achieved throughout the network. PST rating is determined with due attention to all foreseen contingencies. The proposed algorithm is applied to IEEE 14-bus test system and Fars Regional Electric Company (FREC) as a big part of Iranian Power Grid with quite acceptable results.
