Abstract
In many countries, IT affect governments and they are going toward e-government in order to provide services more conveniently, effectively, efficiently and increase accessibility. E-government is going to provide services to all people every where and every time. Considering this view, disabled people are part of citizen who should use the services. Governments, therefore, are obliged to provide facilities for disabled people to access online services. This paper investigates the main motivations in addressing the issue, the types of disabilities concerned, guidelines, comparison of success of governments in accessibility and their attention to disabled people, means for the test and main technical considerations in designing the Web sites. Also, some recommendations will be highlighted to improve the accessibility
