Abstract
A film-to-video conversion technique with scene cut detection is proposed and its performances are examined. Scene cut happens fairly often in film broadcasting and it tends to destabilize the quality of performance while motion compensated interpolation technique is utilized. In the proposed method, the scene cut detection is executed at the first stage of motion compensation of frame-to-video conversion to ensure that the interpolated information can be used correctly. And it utilizes the low computational complexity of frame-to-video conversion technique to promote higher quality video sequences. The simulation results show that the proposed method exhibits better performances than other methods
