Abstract
According to the fact that video information mostly concentrated on low frequency domain and the relationship between the block DCT coefficients and subband approximations, a new arbitrary resizing algorithm for video transcoding is presented. The new algorithm can realize fractional resizing in DCT domain, and can be adapt to intra and inter transcoding
