Abstract
Competitive bidding is being used worldwide for the selection of generation capacity. The European Union (EU) Directives 2003/54 and 2003/55 the Article 7 set that the construction of new additional generation capacity shall be on the basis of the authorization procedure. The Kosovo is not member of EU, and currently is under United Nation (UN) Civil Administration, but the laws adopted in the sector energy are fully compliances to the EU directive for energy. This paper describes an approach for authorization procedure to grant the permit for construction of new power generation capacity in Kosovo and also tendering that includes the usual stages of the bidding process: preliminary planning, call for bids, evaluation and selection of bids and negotiation of the contracts
