Abstract :
The intent of this paper is to provide a model of reference for future design of knowledge specification so readers are aware of the various costs involved in satisfying the increasing network operators´ demand especially in the area of telecommunications. The paper will adopt some well-received industry specifications for this purpose. The paper shall explain the key factors on writing knowledge specifications in XML and why leveraging on Java platform is the recommended knowledge model. To address some conventional drawbacks, the recommendation is to create the trouble ticket interface by referring to the OSS/J Trouble Ticket API specification.
