Abstract
Today the developing countries can increase their development pace by increasing the tele-density in the country and the potential access technology for that is WLL. In this paper different variants of WLL technologies have been compared and CDMA comes out as the best choice of technology. Further as developing countries lack standardization so they have to face a lot of issues like radio propagation, network design and licensing policy. Typical issues have been highlighted from different case studies and solutions related to those issues have been proposed. A general policy guideline is proposed as end result of this paper emphasizing on key areas of WLL policy making for developing countries. This identifies the role of the regularity authorities and operators.
