Abstract
This paper addresses the issues related to the degradation of plant safety over the lifecycle of the plant and process, focusing on management functions and the impact of human factors. It introduces the concept of dynamic SIL analysis by the application of degradation factors arising from constant evaluation of safety management KP´s. The requirements of tools to perform this function are described with the potential implementation of such a scheme to fit in with both new and pre-existing company structures defined. The purpose is to redress the balance between technology driven safety substantiation and the potentially more detrimental issues of lifecycle management. The paper will include the selection of KP´s and the means to dynamically apply them to LOPA based SIL substantiation, by extending the analysis to include dynamically changing degradation factors.
