Use of Clutter Models for the Design, Sipecification and Measurement of Radar Performance

A requirement to specify a radar detection performance pass/fail criteria for the new shipborne radar test standard (IEC 62388) was identified. The challenge was to specify a practical test to assess radar detection performance in various environmental conditions. An explanation of the differences in performance between predictive software and practical seagoing experience was critical in this task.
