Abstract :
Analysing the need of developing petition processing system´s internal cooperation of letter processing among departments, external cooperation of mutual exchange between government and urban people, and automatic cooperation of information integration with heterogeneous systems, the authors put forward a cooperative petition processing model and based on this model realize cooperative petition processing system which can achieve dynamic workflow management, suit custom built and expansion need of petition and possess a control mechanism to discover and solve abnormal processing situations. More than two years´ applications prove this cooperative processing model and control mechanism to be workable and effective.
