  • Abstract
    In the early study of ship oil spill, more attention are paid to pure technology than to administration. In this paper, organization structure of administration is discussed through empirical and normal analysis. This paper gives a simple organization composed of one decision department and several executing agencies. Through analysis and simulation, we get that the stable availability of an organization with executing agencies in parallel is higher than that in series. And at last we give some opinions to improve the reliability of the organization in emergency management of ship oil spill.
