  • Abstract
    Government investment projects play important roles in the economy of China. As one of the significant reform methods, agent-construction system is in favor for assuring the specialized management and overcoming deficiencies exit in public projects. However, the current risk allocation in agent-construction system is unreasonable and partly results in low performance of this system. The different risk of government investor, user and agent are analyzed in the paper and the risk comparison between them is presented. The reasonable risk distribution principles and suggestions are put forward according to the current administrative system.
