Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper proposes the model can save the enterprise resource consumption, and from changes the possession of resource and the cost of consumption are given both quantitative calculate the quota standard´s model. At present, the manufacturing enterprise analysis and research for the influencing factors in the process of that confirm the quota standard of resource. By model, make a new business process for confirming process, and achieve to effective reduce the consumption of resource, and give the implementation s tasks in every department which in enterprise, as well as enterprise management system and supervision system. Make the optimization process to mutual coordination with BPR. Finally, enterprise will achieve to lower consumption and higher efficiency operation.
