Abstract
This paper investigates China´s efforts to develop its indigenous standard - TD-SCDMA and mainly focuses on the subsequent competition between TD-SCDMA & WiMax. By drawing upon actor-network theory (ANT), two counter-networks are setup and the competitions on technology, IPR, industry chain are presented. Furthermore, the social and institutional elements that effected their respective commercialization in China are also considered. Finally, the possible compromises of the two and respective suggestions on Telecom policies are proposed.
