Abstract
E-government foresight is a major issues for many countries. It is a systematic approach for looking into the long-term futures. However, it is required to have a framework to do e-government foresight studies efficiently. This paper proposes a big picture and conceptual framework for the e-government foresight framework. This is achieved by identifying main components of existing foresight models and frameworks using meta-synthesis methodology. Also, a framework for foresight planning and implementing studies in developing countries is proposed based on the Zachman architecture approach.
