Abstract
Withing system analysis method and the game theory, the stackelberg model with three levels was established based to the goal and benefits distributing among the government, constructor and the vehicles owners in process of freeway manage construction and management in this article. The upper level goal of the government was to maximum the total profits of the system. The middle level goals of the managers were to maximum the profits of their enterprises. The lower level goal of the road users was to minimum the generalized expense with equilibrium traffic assignment. The simulation results of the example show the thought and method are correctness and feasibility to determine the of toll rate determination of heavy-load freeway with multi-level programming.
