Abstract :
This paper introduces an intelligent pre-control model of urban arterial which is the key problem of the urban traffic, especially in China. This study investigates the effects of speed control on traffic flow processes and develops a pre-control strategy to maximize the efficiency of urban arterial system, especially under the congestion conditions. Moreover, the traffic congestion forecast method based on cloud model has been put forward systemly which will make the pre-control strategy to be realized. The feasibility and effectiveness of that new method which is presented in this paper are demonstrated by an example.
