Abstract
Conventional reliability standards are specified by a constant value and bear no relation to the scale of the paticular power system. Today´s social realities, however, dictate that the larger the system scale, the higher system reliability must be. With increasing dependence on telecommunication services in social life and consequent expansion of the telecommunications system scale, society has become dependent on consistency and reliability. Should the system malfunction, there would be significant social disruption, and a modern reliability standard must reflect the potential consequences of system failure. This paper describes a new reliability specification method for power systems which incorporates social influence.
