Abstract :
The era of convergence in voice, video, and data is causing a structural change in the broadband service market. Network neutrality is in the center of conflicts due to the nature of the facility-based ISP industry competition. The study comparatively examined the issues of highest debates in the US and South Korea. Main findings in the study explain why such issues are more critical in each country. It concludes that regulators need to understand the existing industry structure to attain the policy goals effectively.
