Abstract :
• Energy efficiency has improved substantially since the 1970s but demand continues to grow • To reduce emissions we need to reduce demand as well as fit more energy saving measures • Smart meters could have an important role to play in demand reduction but we need to identify how to get a sustained rather than just a short term response • Smart meters could also deliver new consumer services - e.g. tariffs, better prepay • However, there will be a need for some new consumer protection measures and targeted information, advice and education. • Costs to consumers should be minimised - and benefits achieved.
