Abstract
A high demand of comprehensive quality upon scientific personnel is needed in modern society which mainly includes dominant quality and recessive quality. While humanistic quality and management quality are belonging to the above mentioned recessive quality; the two qualities play an important role in the culturing of high-level scientific personnel on behalf of universities of science and engineering. This essay tends to point out that it is important to strengthen the cultivation of scientific personnelpsilas humanistic and management qualities in the time of education reforming age among universities and colleges. It also gives some advice and proposals on how to put it into practice.
