  • Abstract
    In this paper a fast transcoder from scalable to non-scalable video coding is presented. The transcoder can convert a scalable bit stream into a non-scalable bit stream that is compatible with H.264/AVC standard. It can be used in video servers, which need to provide both scalable and non-scalable bit streams for different devices. From scalable bit stream the motion data can be extracted and used for non-scalable video coding, thus the transcoder does not have to perform the time-consuming step of motion estimation. By reducing requantization effects due to different prediction residuals the proposed transcoder can improve the coding efficiency compared to direct transcoding.
