Abstract :
This paper deals with the experience of a private owner distribution utility in Argentina, face to the Governmental Regulatory Agency that controls the quality of service to the customers. Specifically the controls included the so-called “Disturbances Campaigns” aimed to register the harmonics component and flicker in the selected measurement points. The voltage level (over or under voltage) are also controlled with a separate campaign. A brief approach to the mandatory regulation (that specifies also the equipment to be used), the specific technical formulas to calculate the harmonic component that fulfil the Regulatory, and the eventual fine to be paid are detailed. Also are described the characteristics of the equipment used, and some results of the 2900 measurements of harmonic components and flicker in different points of the distribution network.
