Abstract :
This paper introduces two models. One is a new model on causality detection which is established to adapt characteristics of small samples and used to analyze the relationship between economic growth and energy consumption in Shanghai during the State 9th and 10th Five Years Plan. The other is optimal prediction model which is used to forecast the economic status and energy consumption situation during the State 11th Five Years Plan. More ideal achievements are obtained through the analysis of both two models.
